In August 2024, Dubai announced a $22 billion tunnel project, named Dubai Strategic Sewerage Tunnel (DSST), which aims to enhance the city's drainage capacity and ensure it can effectively cope with extreme weather.
The Dubai Strategic Sewerage Tunnel project has been carefully divided into six parts and tendered under the PPP model with concession periods of 25 to 35 years. This innovative model will not only help reduce the pressure on government finances, but also improve the efficiency and quality of projects by introducing market competition.
Different parts of the project cover the construction of multiple tunnels, connecting lines and terminal pumping stations.
Four project packages, J1, J2, W and J3, form the core of the entire project, including the deep sewage tunnel, the connecting pipe and the terminal pump station.
The construction of these projects will greatly enhance Dubai's drainage capacity, ensuring that the city can quickly drain water in the face of extreme weather such as heavy rains and reduce the occurrence of waterlogging and other disasters.
The Dubai Municipal Government has already pre-qualified the EPC bidders. Pre-qualified companies will compete with investors and Operations and maintenance (O&M) partners for the four main components of the DSST project.
This process is designed to ensure the smooth implementation of the project and to select the most capable and experienced team to take on this responsibility.
It is understood that the Chinese enterprise has successfully passed the prequalification and obtained the bidding qualification. These Chinese companies include:
